Foundation for Rural Services (FRS) Scholarships

FRS, in cooperation with NTCA  – The National Rural Broadband Association and RTC Communications seeks to sustain and enhance the quality of life in America by advancing an  understanding of rural issues. Through its various programs and initiatives, FRS strongly supports the continuing education of rural youth.


  • Be a graduating high school senior in 2022.

  • Be a United States citizen.

  • Be sponsored by a current NTCA – The Rural Broadband Association Member – RTC Communications is the sponsor.

  • Be accepted by an accredited two- or four-year college, university or vocational-technical school.

  • Have at least a C grade point average (GPA).

  • Express an interest to return to a rural community following graduation.

RTC Communications Scholarship


    • Be a high school senior graduating in 2022 with at least a C grade point average.

    • Be accepted to a full-time undergraduate course of study at an accredited 1, 2, or 4- year U.S. College or University in the fall of 2022.

    • Parent(s) or guardian(s) of the student must reside in RTC Communications serving area and subscribe to one or more RTC Communications service(s).

    • Write a 800-1000 word essay on how this scholarship would help them with their course of study.

    • Completed application (printed or online) and photo of applicant. Photo will be used on website, social media and other marketing materials. A senior photo is a great way to meet this requirement.

    • Members of the co-op are eligible for additional $500 in scholarship funds, if awarded.
